The lack of a concrete frame narrative is a huge risk for V/H/S/99. I cannot say I disliked it. The filmmakers seem to deviate from the franchise’s formula in this manner, and that should be a good thing.

The two segments in the middle of V/H/S 99 completely drag the movie down from really good to bad. Ozzy's Dungeon and The Gawkers segments have no elements of horror in them. They feel like a poorly executed attempt at comedy that's not funny at all.

My friend fell asleep while watching this movie with me, which had never happened when we watched this franchise together. This V/H/S/99: no creation, no imagination; the story is utterly boring; no intense graphics, no blood or gore; the CGI is so bad; and the whole stage set in the last story is plasticky, toy-like. Everything about this movie is just breaking the entire franchise's reputation. And we thought that due to the year difference, watching 85 then 99 was maybe a good idea, but it turns out it's so wrong. This movie has no meaning of V/H/S/ signature at all.
